Governor Tim Walz signed the Hands Free Cell Phone bill into law Friday surrounded by families impacted by distracted drivers.

The Minnesota State Patrol is using an 18-year-old college student as an example of distracted driving on the state's roads. A trooper says Theresa M. Redenius was video chatting on her cell phone last weekend while driving at almost 100 miles-an-hour when he pulled her over five miles south of St. Peter.

The trooper says Redenius was "flippant" when he made the traffic stop and contended she was using her phone correctly as she drove back to Minnesota State University in Mankato. She has an arraignment scheduled for May 1st.
